Federal Policy Issues

    CGS focuses on selected public policy legislative and regulatory issues affecting graduate education and research. CGS members are invited to use these documents in their stakeholder outreach on the issues. 


    Higher Education Act Reauthorization

    CGS calls on Congress to reauthorize the Higher Education Act to support delivery of affordable, accessible education for individuals of all backgrounds who are the future pipeline of America’s workforce. 


    Immigration Policy Principles 

    CGS maintains that federal policies should encourage, rather than discourage, international students to apply, enroll, and graduate from U.S. institutions of higher education as well as work for domestic employers. Policies should support institutions in their ability to recruit
    talent from across the globe.


    Science Policy Principles

    CGS recognizes that federal support for research and STEM is critical. Opportunities that provide graduate students, faculty, and institutions to innovate and collaborate with industry and employers yield benefits across multiple public sectors. 



    Tax Policy: Education Related Provisions

    Provisions in the U.S. tax code, such as credits and deductions, should promote the ability for students and families to finance their education. This includes policies that allow employers to support employees through avenues such as tax-exempt contributions toward student loan repayment.  



    FY 2019 Appropriations

    CGS urges Congress to pass Fiscal Year (FY) 2019 funding that increases investments in programs that impact graduate education. The ability to pass FY 2019 spending bills in advance of the budget deadline helps to ensure that programs can continue to support students, institutions, and the workforce. 


    CGS is the leading source of information, data analysis, and trends in graduate education. Our benchmarking data help member institutions to assess performance in key areas, make informed decisions, and develop plans that are suited to their goals.
    CGS Best Practice initiatives address common challenges in graduate education by supporting institutional innovations and sharing effective practices with the graduate community. Our programs have provided millions of dollars of support for improvement and innovation projects at member institutions.
    As the national voice for graduate education, CGS serves as a resource on issues regarding graduate education, research, and scholarship. CGS collaborates with other national stakeholders to advance the graduate education community in the policy and advocacy arenas.  
    CGS is an authority on global trends in graduate education and a leader in the international graduate community. Our resources and meetings on global issues help members internationalize their campuses, develop sustainable collaborations, and prepare their students for a global future.
