Fall 2025 Graduate Applications and Enrollment Preliminary Data
Findings from a CGS survey distributed to a stratified random sample of 346 U.S. member institutions in October 2025 (34% response rate) provide preliminary insights into the landscape of graduate applications and enrollment for Fall 2025. Responses were statistically representative of CGS membership by region, institution type, and Carnegie classification, and statistically similar to 2024 IPEDS data by region. Applications to master’s programs accounted for the majority of Fall 2025 graduate applications, with U.S. citizens and permanent residents (domestic students) submitting more applications than temporary residents (international students). Enrollment patterns mirrored this trend, with domestic students comprising a substantial share overall and international students enrolling more frequently in master’s than doctoral programs. Graduate activity was concentrated in the Northeast and Southeast of the U.S., which together accounted for at least half of all applications and enrollments. R1 universities (very high research activity) received the largest share of applications and enrollments across degree levels and residency statuses, with international students showing an even stronger preference for these institutions than domestic students. Public institutions also accounted for the majority of applications and enrollments across degree level and residency status.
Overall, these preliminary findings indicate a landscape reflective of increased demand for master’s programs and preference for R1 universities and public institutions, particularly across the Northeast and Southeast.
