Understanding the OMB's Proposed Rule on Guidance for Federal Financial Assistance

On May 29, 2026, the Office of Management and Budget (OMB) issued a proposed rule to revise the Guidance for Federal Financial Assistance to improve government-wide policies and requirements for the management of grants, cooperative agreements, and other forms of assistance. According to OMB, the reasons for this substantive rewrite of the Uniform Guidance are “to improve transparency, accountability, and oversight over the use of taxpayer dollars.”  

The provisions in this proposed rule reflect several Administration Executive Orders, including: Executive Order 14332- Improving Oversight of Federal Grantmaking and Executive Order 14281 – Ending Illegal Discrimination and Restoring Equality of Opportunity and Meritocracy
