President Trump’s FY 2027 Budget Request

On April 3, the Trump Administration released its Fiscal Year (FY) 2027 budget. The Administration proposes funding for non-defense discretionary programs at $660 billion and defense programs at $1.154 trillion. The Administration requests $76.5 billion for the U.S. Department of Education, a $2.3 billion (2.9 percent) decrease from the FY 2026 enacted level. The budget proposes $7 billion for the Department of Energy’s Office of Science, a $1.2 billion decrease from FY 2026. It requests $41.5 billion for the National Institutes of Health, representing a significant reduction from the prior year’s funding. The Administration also proposes $3.9 billion for the National Science Foundation, a decrease of $4.76 billion below the FY 2026 enacted level.

Energy Sciences Coalition Urges Congress to Reject $1.26 Billion Cut to DOE Office of Science

On February 17, 2026, CGS joined the Energy Sciences Coalition (ESC) in recommending $9.5 billion for the DOE Office of Science in FY 2027. The Coalition has urged Congress to reject a proposed $1.261 billion budget cut. This appropriation is critical to avoid a 34 percent reduction in research that would eliminate more than 5,000 U.S. researcher positions and to modernize aging national laboratories, where 71 percent of utility systems are currently rated substandard or inadequate.

Coalition for National Science Funding Requests Funding for NSF

On March 20, 2026, CGS joined the Coalition for National Science Funding’s (CNSF) appropriations request recommending Congress appropriate at least $9.9 billion for the National Science Foundation (NSF) in Fiscal Year (FY) 2027. This would be an increase of $1.15 billion (13.1 percent) over the FY 2026 enacted level. In the funding request, CNSF emphasized NSF funding for basic research and infrastructure, artificial intelligence and quantum, and training of the next generation of scientists, including tens of thousands of PhD students and postdoctoral researchers who are vital to workforce development.

Ad Hoc Group for Medical Research Coalition Requests Funding for NIH

On March 3, 2026, CGS joined more than 550 organizations in supporting the Ad Hoc Group for Medical Research’s recommendation that Congress provide at least $51.303 billion for the National Institutes of Health (NIH) in fiscal year 2027, an increase of $4.087 billion (8.7 percent) over the FY 2026 enacted level. The coalition emphasized that sustained growth in NIH funding is essential to support the more than 300,000 researchers nationwide advancing treatments, cures, and medical breakthroughs that strengthen the U.S. biomedical research enterprise.

Energy Sciences Coalition Requests Funding for DOE Office of Science

On February 17, 2026, CGS joined the Energy Sciences Coalition (ESC) appropriations request recommending Congress appropriate at least $9.5 billion for the Department of Energy (DOE) Office of Science in Fiscal Year (FY) 2027, an increase of $1.1 billion (13.1 percent) over the FY 2026 enacted level. In the funding request, ESC emphasized the importance of funding for the Office of Science in order to sustain U.S. leadership in scientific research, energy innovation, emerging technology initiatives such as AI and quantum, infrastructure upgrades at DOE national laboratories, and workforce development for over 29,000 Ph.D. scientists, engineers, and graduate students.
