President Trump’s FY 2026 Budget Request

On May 2, 2025, the Trump administration issued recommendations on discretionary funding levels for fiscal year (FY) 2026. In this “skinny” budget request document, the administration proposes steep funding cuts to non-defense discretionary programs and increases to the Departments of Defense and Homeland Security. Specifically, the 46-page budget document proposes a base non-defense discretionary budget of $163 billion, which is 22.6 percent below current-year spending for fiscal year 2024. The budget request proposes unprecedented increases in funding for defense and border security. Specifically, the administration proposes an increase of 13 percent or $1 trillion for defense spending and $175 billion for Homeland Security to help secure the southern border.

Ad Hoc Group for Medical Research Coalition Funding Request FY26 for National Institutes of Health

On April 8, CGS and other members of the Ad Hoc Group for Medical Research Coalition sent a letter to the 119th Congress recommending an appropriation of at least $51.3 billion for the National Institutes of Health for the fiscal year 2026.

Student Aid Alliance Asks for Robust Funding for Federal Student Aid Programs

On March 19, the Student Aid Alliance, which includes CGS, sent a letter to both the Senate and House Appropriations Committees urging them to prioritize robust funding for federal student aid programs in FY 2026, including Pell Grants, campus-based aid, TRIO, GEAR UP, and GAANN, all which promote college access, affordability, and workforce competitiveness.

On March 13, the Coalition for National Science Funding sent a letter to the House and Senate requesting at least $9.9 billion for the National Science Foundation in Fiscal Year 2026 and highlighting the NSF’s impact on graduate education research.

Energy Sciences Coalition Statement Regarding FY26 Funding for the Department of Energy Office of Science

On March 4, the Energy Sciences Coalition urged Congress to appropriate no less than $9.5 billion in Fiscal Year 26 funding for the Department’s Office of Science, in an effort to maintain U.S. competitiveness.
