Does your institution have a minimum enrollment policy for courses–that is, the minimum number of enrolled students at which a course can run without approval? Do you have a maximum number of students before the course needs to have more than one section?
Minimum graduate course enrollment is set at the department/college level at UMBC since there are often factors that are local to the department/program that factor into the decision. The same is true for section sizes. These often vary based on whether the course is lecture or seminar format.
